Alliance Membership
The Alliance is owned by the governments of its member nations, which have the ultimate decision-making power within the organization on all matters, including policy, financial or membership issues. Member-States govern the Alliance through the General Assembly which makes all major decisions for the organization.
Alliance Membership is open to all. Per its voluntary membership process any Country and State/Province may join and become a member of the Alliance. Under the the Alliance Charter, Member-States have no obligation to make any monetary contribution and their obligations are to :
(i) comply with the Alliance Charter, Regulations and Decisions of the Alliance;
(ii) supply, data required for the proper implementation of the Alliance initiatives, duties and objectives within their respective territories;
(iii) enter into a Master Framework Country Convention and Host Site Agreement and;
(iv) support at least one (1) specific Alliance Venture and/or PPP Project in order to finance the Alliance Initiative in their territory.

Fully-Fledged Member
The Alliance Fully-Fledged Member State status are granted to Member States of the United Nations that are in good standing, that have signed the UN Millennium Declaration, that adhere to the United Nations’ Sustainable Development Program and that are not in conflict or subject to suspension by the U.N or under International Sanction.

Associate Member
The Alliance Associate Member status are granted to Intergovernmental Organization (IGO) that do not have an associated governmental status.
Alliance Associate Members have no voting rights at the General Assembly meeting, however, they may obtain the right to speak or to provide recommendations to the General Assembly that, if accepted may result in declarations or resolutions of the General Assembly.
Observer Member
The Alliance Observer Member status are granted to Non-Governmental Organization (NGO).
Alliance Observer Members have no voting rights, nor can they submit recommendations, however, they may obtain the right to speak at the General Assembly meeting.

Candidate Profile
The successful candidate for the position of Managing Director will have a distinguished record in finance, technology and as a business operator. (S)he will have an outstanding professional background and will have demonstrated the managerial skills needed to lead an institution like the Agency.
The Managing Director, should be capable of providing a strategic vision to execute on its mandate and the Agency Strategy Plan for the given period while engaging the support of a high quality, diverse, and dedicated staff. The purpose of which will be to advance the goals of the Agency by building consensus on key policy and institutional issues and, by collaborating with the Executive Board, under who (s)he will fulfil his or her mandate.
The Managing Director will have a proven understanding of bitcoin, as a currency and as a technology and, a good understanding of the laws, regulations and challenges faced by members of the Innovation Alliance. (S)he will be an effective communicator with the ability to rally the community and (s)he will have demonstrated capacity to be objective and impartial in treating all projects and investments equally.

What are the duties of the Managing Director ?
The Managing Director is the chief of the operating staff of the Agency. Under the direction of the Executive Board and the general supervision of the Chairman, (s)he shall conduct the ordinary business of the Agency and under their general control shall be responsible for the organization, appointment and dismissal of officers and staff of the Agency.
The Managing Director is assisted by a team of no less then three (3) persons appointed by the Managing Director to the Office of the Managing Director (OMD). Appointed members of the OMD shall cease to hold office by decision of the Managing Director.

Managing Conflict of Interests
Conflicts of interest (COIs) may arise for a Managing Director. Sometimes there are actual COIs, at other times, there is only a perception of a COI and sometimes COIs arises at later stages, and to ensure no conflict of interest may arise, the Managing Director and members of the OMD will be required to submit a disclosure of financial interests that include their spouse and minor child and to transfer any financial interest posing a potential conflict of interest to a qualified blind trust.
In addition, members of the OMD must recuse themselves from decisions affecting the financial holdings of a Managing Director or the spouse or minor child of a Managing Director.

Who can become a candidate to the role of Managing Director ?
Candidacy for election to the role of Managing Director is open to any individual older than eighteen (18) years old without distinction as to race, sex, language, religion, nationality or place of residence that has been recommended for nomination before the end of the nomination period.
All recommendations shall be communicated to the OMD who shall obtain confirmation from each nominee of his or her willingness to be considered as a candidate.
The OMD shall hold the names of the nominees in confidence until the end of the recommendation period or until those nominees have confirmed their desire to be candidates for election of Managing Director, as the case may be.
The Agency shall disclose to the public the names of those nominees who have confirmed their desire to be candidates for election as Managing Director. Every nomination shall be accompanied by a statement detailing how the candidate fulfils the requirements no later than November 28, 2023 at the Dubai Nektar Meeting.​
Each candidate shall start their campaign to win the support of the general population ( without distinction of jurisdiction or citizenship ) following the Dubai Nektar Meeting, except that no person that does not participate in the Dubai Nektar Meeting, Nektar Gala or in the Nektar Challenge in favour of the Alliance Initiative shall be considered an eligible candidate.

Election Framework

Recommendation Period
The recommendation period will commence on July 17, 2023 and will end on September 3, 2023 following meetings with industry experts and public polling from accredited members of the media.
Nomination Period
The nomination period will commence following the recommendation period ending on November 28, 2023.
Candidates will campaign privately and may announce their intentions to run with public statements at anytime throughout the nomination period.

Election and Voting
Voting for the first elected Managing Director will start approximately five (5) days before the Bitcoin halving with a maximum of 3 rounds of votes and the last vote on Bitcoin halving which is expected to fall on April 26, 2024.
The Agency will implement a wallet voting system to collect public votes. Voting will be reserved to registered and clearly identified individuals older than eighteen (18) years old without distinction as to race, sex, language, religion, nationality or place of residence.

Inauguration and Oath of Office
Before carrying out its official power the Managing Director will take oath of office. The inauguration, the halving countdown, the election results and the Managing Director oath will be filmed and broadcasted live.

The event is being organized by Nektar in St Maarten on the day of Bitcoin halving.
