The Agency operates under the leadership of Malick Maachi, Founding Managing Director of the Agency and members of the Restructuring Board of the Alliance who will conduct the operation of the Agency until the election of the first publicly elected Managing Director.

Malick Maachi is the Founding Managing Director of the Agency, the Chairman of the Restructuring Board of the World Sports Alliance (Alliance) and the Managing Director of Nektar. Mr Maachi assumed office as the Founding Managing Director in July 2020. In October 2021, upon taking office as the Chairman of the Agency, Mr Maachi pressed ahead with the creation of initiatives to finance the creation of innovation hubs in the territory of African and Latin American states.
Mr Maachi was re-appointed as Managing Director of the Agency in July 2022 when the Agency became a specialised agency of the Alliance to lead the design of the technical and operational infrastructure of the Alliance and to lead the transition of the Agency from a specialized agency of the Alliance to an international financial institution.
Mr Maachi's initiatives are becoming key drivers for sustainable education and economic growth and change for youth in low income countries. He is recognized for his work with the Alliance where he oversees the financing of youth education and sports Academies, as the Founding Managing Director of the Agency, where he leads the transition of the organization to an international financial institution statute (IFI) and for creating the Nektar DAO, the first Decentralized Autonomous Organization to govern an international organization.
The first Managing Director of the Agency IFI will be the first leader of an International Organization elected by the people.

The Agency has created the first public election system for an International Organization. Anyone can run for the position of Managing Director of the Agency and anyone can vote, without distinction of jurisdiction or citizenship.
The first Managing Director of the Agency IFI will be appointed by members of the Nektar DAO (the general public) according to a four (4) year term. The Managing Director is the chief of the operating staff of the Agency. Under the direction of the Executive Board and the general supervision of members of the Nektar DAO, (s)he conducts the ordinary business of the Agency and under their general control is responsible for the organization, appointment and dismissal of officers and staff of the Agency.
The Managing Director heads the Office of the Managing Director (“OMD”) where he is assisted by a team responsible for technical assistance on the drafting of policies, the issuance of asset backed tokens and the establishment of Bitcoin strategic reserves for members of the Agency.
Candidate Profile
The successful candidate for the position of Managing Director will have a distinguished record in finance, technology and as a business operator. (S)he will have an outstanding professional background and will have demonstrated the managerial skills needed to lead an institution like the Agency.
The Managing Director, should be capable of providing a strategic vision to execute on its mandate and the Agency Strategy Plan for the given period while engaging the support of a high quality, diverse, and dedicated staff. The purpose of which will be to advance the goals of the Agency by building consensus on key Bitcoin policies and institutional projects and, by collaborating with the Executive Board.
The Managing Director will have a proven understanding of Bitcoin, as a currency and as a technology and, a good understanding of the laws, regulations and challenges faced by members of the Agency. (S)he will be an effective communicator with the ability to rally the community and (s)he will have to demonstrate capacity to be objective and impartial in treating all members, projects and investments equally.

Any individual older than eighteen (18) years old, without distinction as to nationality or place of residence that is a registered member of the Nektar DAO can run for the position and vote during the Managing Director election.

After having verified the background of candidates and prior the first vote, the Office of the Managing Director (hereinafter "the OMD”) shall issue a statement detailing how each candidate fulfils the requirements to become Managing Director.

In voting for the Managing Director, each member of the DAO shall cast for one (1) person.
The three (3) persons receiving the greatest number of votes shall be the final candidates for election as Managing Director.
When three (3) persons have been selected, a second vote shall be held. The Managing Director shall be elected by a simple majority of the votes and shall be deemed to have been elected by all such votes.
If, after the second vote, the Managing Director has not been elected due to (unlikely) equal division, then the Chairman of the Board of Governors shall vote at such election and the Managing Director shall be deemed to have been elected by such vote.
