Section 1 Entry into Force

This Agreement shall enter into force when it has been signed on behalf of not less than three (3) members of the Alliance and when the instruments referred to in Section 2 (a) of this Article have been deposited on their behalf, but in no event shall this Agreement enter into force before December 12, 2025.

Section 2 Signature

1. Each government on whose behalf this Agreement is signed shall deposit with the Alliance an instrument setting forth that it has accepted this Agreement without reservation in accordance with its law and has taken all steps necessary to enable it to carry out all of its obligations under this Agreement.
   
   

2. Each government shall become a member of the Agency as from the date of the deposit on its behalf of the instrument referred to in the paragraph above except that no government shall become a member before this Agreement enters into force under Section 1 of this Article.
   
   

3. This Agreement shall remain open for signature until the close of business on November 3rd, 2026, at the principal office of the Alliance on behalf of the governments of the countries whose names are set forth in Schedule A. 
   
   

4. After this Agreement shall have entered into force it shall be open for signature on behalf of any member of the Alliance whose membership has been approved in accordance with Article II, Section 1 (c) .

Section 3 Inauguration of the Agency

1. As soon as this Agreement enters into force under Section 1 of this Article, each member shall appoint a Governor and the original members shall call for the first meeting of the Board of Governors.
   
   

2. At the creation of the Board of Governors, arrangements shall be made for the selection of provisional Executive Directors. The original members, shall appoint three (3) provisional Executive Directors. Provisional Executive Directors shall remain in office until regular election of the Executive Directors which shall be held at the first meeting of the Board of Governors.
   
   

3. Pending the first meeting of the Board of Governors, which shall be held in conjunction with the first General Assembly of the Alliance, the provisional Executive Directors shall exercise all the powers of the Board of Governors except those reserved to the Board of Governors under this Agreement.
   
   

4. The Agency shall notify members the date on which the election of the Managing Director shall begin and when it is ready to commence operations.
   
   

5. DONE at Zug, in a single copy which shall remain deposited in the archives of the World Sports Alliance, which has indicated by its signature below its agreement to act as depository of this Agreement and to notify all members of the Alliance whose names are set forth in Schedule A of the date when this Agreement shall enter into force under Article X Section 1 hereof.
