A Short History : From a Swiss Verein to an IFI
The World Sports Alliance Intergovernmental Organization (hereinafter referred to as “Alliance”) was constituted on 29 May 2007 by the Rabat Declaration (UN-ECOSOC- E/2007/NGO/1), referred to as its constitutive Act. It is a self-funded and self-sustaining Intergovernmental Organization that does not solicit contributions from its members, but instead uses donations, sponsoring and revenues generated from public and private partnerships to finance its operations and socio-economic initiatives which consists of developing education, sports and health programs and infrastructures for at risks youth on the territory of its members. The Alliance was the first International Organization to create such economic model and still is the only International Organization to operate this way. It was founded in 2007 with the support of His Majesty King Mohammed VI to safeguard the future of youth and as of today, it is comprised of 34 Member-States.
The International Innovation Agency (the Agency) was formed in Zug Switzerland on the 23rd day of July 2020 as a “not-for-profit” (Verein) multi-stakeholder initiative in support of the Sustainable Development Goals (SDGs) drawing its mandate from the General Assembly Resolution 73/17. A/RES/73/17 : “ Impact of rapid technological change on the achievement of the Sustainable Development Goals and targets.” Its purpose, was to become an international financial institution and to assist member countries adapt to rapid technology changes - the Agency IFI.
On the 22nd day of March 2022, the Alliance appointed the Agency with full power and authority to restructure the Alliance, manage its assets, raise capital, and develop and implement commercial and financial projects to support the Alliance Initiative in the territory of its 34 Member-States. This appointment was made following the indictment of its *President, Mr Asa St Clair for allegedly devising a fraudulent investment scheme.
On the 9th day of July 2022, the Agency became the exclusive financial integrator of the Alliance, thus making the Agency a specialized agency of the Alliance and, the Agency and the Alliance sister organizations.
On the 5th day of October 2022 the Alliance and the Agency appointed Nektar to operate the International Business Consortium (the “IBC”) to develop strategies and proposals and, to identify and manage relationships with investors, donors, sponsors as well as to facilitate the implementation of commercial and financial projects and Public and Private Partnerships (“SDG Ventures”) at the international level or in the territory of members of the Alliance and the Agency in support of the Alliance Initiative, the Agency Initiative and the SDGs.
The Alliance, the Agency and the IBC together formed the Innovation Alliance.
On the 3rd day of January 2023, the President of the first Sovereign-State, and Member-State of the Alliance gave its approval to join the Agency IFI as an Original Member, approving and supporting the vision of Mr Maachi to pave the way for the creation of the first International Financial Institution (IFI) dedicated to supporting bitcoin adoption in the territories of its members — the Agency IFI
On the 23rd day of August 2024, a Special General Assembly of the Agency (SGA/R/6.1) approved and endorsed the proposal of Nektar to deploy the Nektar systems and NK5 tokens to secure anonymous voter participation on important policies of the Agency, noting that the election of the Managing Director following Mr Maachi should secure the highest possible participation of technical candidates. SGR/R6.1 further recommended that the financial and economic model of Nektar be expanded and approved the use of NK5 tokens by the Agency, the IBC and SDG Ventures as their native tokens;
On the 10th day of September 2024, a Special General Assembly of the Agency (SGA/R/7) approved the Exchange Articles of Agreements AoA ( “NektarX AoA”) and approved for Nektar to begin the implementation of the Nektar Exchange (“NektarX”) in support of the Alliance and Agency initiatives (“ Innovation Alliance Initiatives”);
On the 3rd day of September 2025, the Executive Board of the Agency (Office of the Managing Director) and Restructuring Board of the Alliance internally ratified the Agency *Articles of Agreement (“Agency AoA”) and approved for the first General Assembly of the Alliance and the first meeting of the Board of Governors of the Agency to be organized in Dakar, Senegal on the sidelines of the Youth Olympic Games (“YOG”). The Agency AoA further updated the strategic plans of the Agency IFI for the 2030 period with the inclusion of : (i) a Decentralized Autonomous Organization (“Nektar DAO”) within the governance structure of the Agency to enable citizens to govern Managing Directors and select productive projects ; (ii) a Business Consortium (formally the IBC operated by Nektar) comprise of experts in finance, bitcoin, web3 and technology to implement productive projects in favour of the mission and ; (iii) an allocation of 120,750,000 NK5 tokens from the foundation development fund of Nektar as the principal resources of the Agency.
The Agency is now transitioning from a specialized agency of the Alliance to an International Financial Institution (“Agency IFI”) reserved to members of the Alliance. The Agency IFI is being formed as an “autonomous” IFI with no quotas or fees from members and no adjustment programs — only a symbolic 1 Bitcoin per member. Its mission is, amongst other things, to further economic development by encouraging the growth of innovation hubs (Innovation Centers of Excellence (“ICE”) and productive projects within member territories —without imposing any costs or conditions on members.
The Original Members of the Agency IFI will be those members of the Alliance whose governments accept membership on or before November 3rd, 2026. Members of the Alliance who do not become members before it is formed as an IFI will be of ex-officio observer member with the Agency.
Following the formation of the Agency as an IFI, the Agency, the Alliance, the Business Consortium and the DAO will together form the Innovation Alliance.
After 5 years of planning supported by world class experts, the Innovation Alliance will host Ministers of Youth, Education, Sports and Finance on November 3rd, 2026 in Dakar, Senegal. It will be the occasion organize the first General Assembly of the Alliance and host the first meeting of the Board of Governors. It will also be the occasion to present the ASP2030, Alliance Academies and NektarX, a Public-Private-Partnership that will be deployed to support the implementation of youth sports programs, as well as innovative hubs into the economy of all our members.
